Zachry Group is seeking a Project Procurement Manager (PPM) that leads all procurement efforts as they relate to a specific new opportunity or a construction project.  The PPM acts as the single point of contact for project procurement and is fully accountable for outcomes for each initiative/project.  As part of the proposal support team, the successful incumbent will be responsible for the development of Procurement Planning in support of the Deal Architecture process.  In addition, the PPM is responsible for overseeing and leading Procurement Estimating support.  The PPM leads “project teams” for each project that include Discipline Specialists, Buyers, Contract Managers, Expeditors, and Supplier Quality, to ensure single point accountability for Procurement on each project.



  • Selecting master agreement program suppliers for projects

  • Serving as an active member of the Deal Team

  • Actively participating in the deal strategy

  • Actively participating in ZPEPP

  • Assisting with the creation of staffing plans for execution planning and procurement scheduling

  • Developing Procurement Division of Responsibility (DOR)

  • Developing and maintaining the Procurement Status Report (PSR)

  • Maintain, update and forecast budgets, commitments, and changes for items procured

  • Manage, train and assist Procurement Coordinators

  • Conduct personnel performance reviews with Procurement Coordinators

  • Oversee and Manage quality of Procurement documents, contracts and reports

  • Create value to the Enterprise through negotiating favorable contracting terms, schedule and price

  • Leading procurement estimating support

  • Leading procurement planning

  • Assisting in assignment of the project team

  • Procurement project management

  • For high and medium criticality items or as needed (along with assigned buyer):

    • RFP & scope of work/specifications development
    • Sourcing strategy development
    • Conducting bidder conferences
    • Bid evaluations
    • Negotiations strategy development
    • Conducting negotiations
    • Supplier selection
  • Leading weekly procurement meetings

  • Prepare and present Procurement progress reports both internally and externally

  • Perform others duties as assigned


  • Bachelor's degree in Business, Supply Chain Management, Construction, Law or related field; or applicable experience equivalent to or exceeding the education requirement

  • 5-10 years direct purchasing experience in core construction industries

  • Proven management experience to include training, leading and development of assigned employees



  • Experience with large industrial projects, and understanding of project environments, requirements, and risks

  • Knowledge and understanding of engineering, construction, and project management

  • Demonstrated business acumen

  • Proven negotiation skills

  • Strong language skills (written and oral)

  • Strong math skills

  • Possess strong computer skills, especially in Excel and Word

  • Expert technical knowledge of suppliers products and capabilities

  • Possess excellent organizational and time management skills

  • Ability to thrive in a team working environment

  • Strong interpersonal skills



Employee will be required to communicate in person, via telephone, email, video chat and software systems. Position may include visits to construction sites and industrial facilities requiring mobility (on ground and at heights) and the use of personal protective equipment (PPE) including but not limited to: hardhat, safety glasses/goggles, ear plugs/muffs, masks/respirators, safety vests, gloves and work boots.



Employee will work in multiple environments including an office, warehouse and in a trailer or building on construction sites. On construction sites, noise levels will be moderate to high. Job sites may contain the following: light to heavy equipment vehicles, small to large equipment, materials, communication equipment and tools, people standing, walking, sitting, signaling, and talking. Noise levels vary and may include bells, whistles, and alarms.
